Not sheriff trolling but OP there is a community of people who create their own countries called micronations. These “micronationalists” are usually geeky civics brahs who just design flags and write constitutions as a hobby srs. Some can get pretty lulzy though.

There are more complex examples though such as Sealand and the Republic of Molossia Who have established actual borders and an entire governmental system.

Chits fukking hilarious, good for them.

Lost it at Germany sending a diplomat to tak about surrender of the PM who tried to overthrow their 1 acre chit hole with hired mercenaries.

Or England not knowing how to proceed with firearms charges due to it being outside territorial waters.
