When to call police about creepy behavior ?

My human spent all night looking out the windows or sitting on the porch watching the kids go buy in their Halloween costumes

It was kinda creepy since he wasn’t giving out candy

I can’t tell if it’s his autism or if he’s being legitimately creepy and if I should alert the authorities
