They're definitely setting this up already. First step is to convince the public that little kids should have the right to make life-changing decisions like transitioning via using hormones and even surgery. Then they say start pushing the idea that the government has the right to circumvent parental rights should they feel the parent/s are not being "compassionate" to the needs of the minor. And that's all it will take to start the discussion of if a little kid actually does have the right to decide who they're in a relationship with, including adults.
