Absolutely. Even some compilation videos like “top 10 deadliest storms in history” or “5 crazy storms caught on camera” would allow OP to build an audience. Though clickbaity, people flock to such content. I follow a few guys who make similar videos for urban planning topics.

I would think the chasing aspect would be an opportunistic thing where he’d have to livestream during a major storm and build an organic following that way, but some combination of these strategies could result in a successful youtube channel. If I were OP, I might consider taking some free or very cheap digital marketing courses (Udemy had a ton when I was learning Amazon FBA). The gear is a great idea too.

I've thought about it, but you really have to know what you're talking about when it comes to this stuff. Some youtubers have already been called out for fear mongering and stuff like that over the storms.
