What's the etiquette for calling someone you don't know?

Scenario: You get a name and number and told to contact said person. You are 95% sure this person is going to be answering the phone.

Option 1:
-Hello, this is CoolKnees. I'm from [...]. May I speak with [Fred]?

Option 2:
-Hello, may I speak to [Fred]?
-This is Fred
-Hi Fred, this is CoolKnees. I'm from [...].

So basically, should you introduce yourself first or confirm number?

If yes

"My name is CoolKnees, I'm calling (insert reason)"

Assuming you got a number that is supposed to be direct to that person, or you can just immediately ask to be put through to the person. And assuming they don't answer the phone with their name, like "Hello, CoolKnees speaking"

option 1. But if you're ringing their cellphone say "Am I speaking with Fred?" after introducing yourself

1- Introduce your self

2- explain why you are calling and ask for the person.

I worked once for the blood bank and had to call hundreds of people who had donated in the past to see if they wanted to donate again. Used this technique and git surprisingly good results.

Most were very receptive.
