If a rent is being increased by 25% instead of 11% it is being undervalued.

We don’t know what the initial rent was

It could have been under valued at $2000 with market rate being $2500, in which case a 25% increase is just bringing it to market rate

In BC is a landlord obliged to renew a lease? Or is the law 2% regardless of renewals?

If it is the latter, that increase may not even account for inflation year to year. So you'd have to be into money laundering to have landlord as a side hustle there. Just saying.
