What should I do about my friends dog?

What should I do about my friends dog?
Cliffs to start:
Friend owns condo. OP and other friend also live with him
Didnt know this at the time but after living with home owner for years.. home owner is incel, lazy, disgustedly dirty, stupid, incompetent, and pretty much just low IQ. Not really even his fault. Cant fix stupid
Incel as in actually involuntarily celibate. Hasnt been laid in 4 years. Beta and obese. Nothing to offer a girl. Not "school shooter" type incel
2 years ago he gets vizsla puppy despite me and my friends warnings. Dude cant even take care of himself. Let alone a puppy. Never even heard of a Vizsla, but they are a VERY high energy dog
Dog spends the first year of her life ****ting all over the house, destroying property, and being locked in a cage. She is literally half the size a Vizsla should be because she was in a cage for a huge chunk of her first year
Fat POS doesnt change his life style at all. Goes to work, out with friends, etc. Never home to actually take care of his dog
Now we are in year 2. I have been living at my GF's place most of the time. Been back at the Condo more often recently. Hasnt gotten better.
This poor dog just sits in the living room alone from 8 am to 5 pm while owner is at work M-F. Often longer then 5 pm because he will do something after work. On the weekends its the same thing. Yesterday is was 8 am to 8 pm. She poops all over and destroys stuff. The final straw was last night when she managed to sneak into my room and claw up a hole in my $3000 king Casper mattress.
Its clear af this dude just got a dog because he is desperate for any type on companionship... but only when it is convenient for him. She has been outside for a walk probably under 10 times in 2 years. I am moving in full time with my gf soon so ill be done with it. But do i do something to try to save this poor dog before I bounce?

Not legally, no.
Is the dog chipped?
If it was me I would find a family that wanted a dog in a city over, steal the dog and give it to them.
The dog deserves a good life, not rotting at home in a cage because it's owner is a fat piece of chit.
You should also punch him out before you move out for the animal abuse.
