Let me get this straight: The cops followed the U-Haul truck onto the sidewalk.....????.... didn't the cops not think they'd hit pedestrians as well...????....

looks like he was running from cops. Why were cops chasing him? When I was leo, WC woul call it off if it wasn't worth it, not safe.
