The reason for the narrative shift is two fold

Firstly they are trying to drum up public support for the war they want against China, and this helps build public support for it. This is why you are seeing so much bipartisan support and both right/left mainstream media running with it.

Secondly the data coming through from the vaccines is horrific and they need to shift the blame for their response to the virus. If they can blame a foreign power for unleashing a biological weapon that forced the US to vaccinate its citizens with experimental drugs, then they can shift responsibility for the whole thing.
