Philosophical/God Wisdom: Miracle or Tragedy?
Preface: The turkey earthquake caused 50kish deaths. One baby survived and made the news.
A woman I spoke to brought up the news story about the baby surviving and called it a miracle, she felt good about the story. I then asked "Is it really a miracle? 25,000 people died including many babies." She discussed how this particular baby survived X amount of hours and I again brought up the babies that didn't survive and how the babies parents didn't survive. I said that's a tragedy not a miracle. I wanted to get into God because I knew she was religious but it was a work setting and I didn't want to offend a client but she did mention praying for the baby and I said we need to pray for the 25k that died. I didn't know 50k died until later.
So is this both a miracle and a tragedy? Is this a tragedy? Should people pray for this one baby? Should religion come into these scenarios?
This is a debate that is hundreds of years old, I am not looking to argue. I am soliciting your opinions to become more learned on the subject of tragedies and religion.

Actually I wouldn't blame God for that, I would blame Erdogan.
Erdogan is openly on record boasting about zoning amnesty that allowed contractors to ignore safety codes, and there's been outcry from engineers that the resultant lack of safety features basically meant the buildings were sandcastles in an earthquake and sent the death toll skyrocketing.
Comparatively, in the Erzin district of Hatay, there were no building collapses because the major enforced strict construction code, yet there were buildings hundred of kilometres away reduced to rubble.
Erdogan's corruption lead to the deaths of tens of thousands and he doesn't really care. He made political gains and that's what mattered.
