He has selective knowledge. But he's clearly stupid. He thinks knowledge in math and physics somehow translates into politics. I have met some people who can't do basic arithmetic, yet they could tell you the entire inner workings of a car and how it functions. I have met some people who are savant at math, yet couldn't explain the basic fundamentals of life. He seems to fall into the second category. Unfortunately for pathetic people like him people tend to big up the things they are capable of e.g "look how smart you are" and their otherwise limited capacity takes it to heart giving them an inflated sense of self importance.
