We just need to rely on empiricism here. Whichever system of morality led to the formation of the most successful nations is correct. For example, if a nation successfully landed on the moon, they probably have correct morals. If they stop going to the moon, something probably happened that caused the hypothetical country to adopt incorrect wrong morals that will eventually lead to self destruction.

Good question. Then, we would look for other real-world results to see which culture has thrived the most. If an alternative ideology is presented with no real-world results, it should be ignored and discarded.
