What BF % Is This?

Title. My friend says this guy is above average and fitter than the average guy (normie standards, not misc standards), but I said there's no way and that he's gotta be at least 22-24% bf and is certainly chubby. What do you think

I mean, this depends on what you define as fit, no? Maybe he's an athletic beast or has really good stamina, or whatever, despite being 20+% bf
