Tom Haverford for not getting a hunting license to hunt on Ron’s private property?

Ron hates government. Why is he so adamant Tom have gotten a license to hunt on his private property?

Very out of character.

He also laughs about not having a license to hunt at night later in the series

also wasn't private property they were using the rangers cabin
