I've seen Jack Matlock compare it to the Brezhnev foreign policy. If you think democracy is great and we must aid every democratic movement everywhere (Brezhnev had the same view except replace democracy with socialism), then you get entangled everywhere on Earth and are likely to get involved in military activities. Combine that with a superpower military, and you have a recipe for an unstoppable war machine. Dress it with some humanitarian claims about human rights or UNSC violations and suddenly you can justify war against everyone who doesn't follow your ideology.
