Also, the seen vs the unseen.Conservatism can never be seen as a success because doing "nothing" is never looked at as a success. An example is the dumb no child left behind act.Many things were good with schools.It wouldn't have been seen as a success to keep it,but George Bush had to do "something" to have it look like "conservatives" were successful.
