Totally bizarre. So many possibilities of what the purpose and motives of this could be. Way more questions than answers.

If the exact same story involved people from the middle east, people would all be thinking terrorism.

I see only three possible realistic scenarios.

1) they were illegally collecting samples from hospitals and transients

2) they were illegally testing stuff

3) the whole thing is a plant/potential false flag

I would personally go with testing stuff on transients. With the huge homeless population in cali, you could do human testing and nobody would notice if some homeless people died.
Screw nature; my body will do what I DAMN WELL tell it to do!

The only dangerous thing about an exercise is the person doing it.

They had the technology to rebuild me. They made me better, stronger, faster......

You make covid test kits and then you decide to make test kits for other things. You need samples of the virus to test (blood, water etc) and then you need people to test your test kits on. HIV, herpes etc are all routinely found in transients. You can also just infect them for the price of a meal and then have them come back every day for 2 weeks to test them for a meal each time.

When there is a lot of money to be made, people start ignoring all sorts of guidelines/laws.

It's a hell of a lot cheaper and involves far less red tape than an official clinical trial.

Just speculating, but I imagine the company just bought what they needed from China and made test kits based on established FDA guidelines.

This guy doesn't seem like the type to do any trials beyond, like you're saying, paying some hobos $2 to give blood and piss.
