Bullchit utility setup fee pissing me off

Apartment complex sent me a bill that includes a $75 "Setup Fee" for water/sewer, trash, maintenance, pest control, and notification fee. This sounds like a money grab using a lottery tumbler just picking any random fukin dollar amount $X>fee
