Normally cursing is a part of de-escalation. If the cops ask someone to do something by just shouting or asking normally, depending on the situation, and the person isn't listening, sometimes cursing helps. It's still better than using physical force in most situations, and would be towards the end of the verbal spectrum of trying to get someone to obey commands. So when you have something like a man with a gun, you jump straight to the end of that verbal spectrum in an attempt to gain compliance quicker. It doesn't really make sense since you haven't tried the other methods yet, it's more of a reaction and skipping some steps, but that's the best explanation I can provide, other than some cops just running their mouth all the time like idiots, which happens to. The cop in the video did say "Let me see your hands" before adding in the F bomb though, but did it quickly enough where he was basically cursing from the start. Gave the guy the opportunity to listen though.
