Why weren’t shields a thing in the civil war?

Seriously out of all the wars fought throughout history this was by far the dumbest way to do it. You’re telling me they couldn’t find anything to cover their vital organs? I get that metal was scarce back then but they could’ve just made them for the front line and then once they died, the man behind picks it up and uses it. Like in Stalingrad where they passed out 1 rifle for every 2 men.

Did I go full retard or am I onto something?

Way to heavy for infantry to tote around, much less the cost involved. I doubt there was even enough raw materials or manufacturing capability to do it even if they wanted to.
