No, because even where evil doesn't exist there are conflicting values, goals, and self interests.
However, this is a meaningless discussion because Psychopathy is a valid evolutionary strat and will keep occurring.

You need the dark to recognize and appreciate the light.
You need the villains to point out the evils as an example of what not to do, just as you need the heroes to serve as role models for ideal actions and behaviors.
In a modern civilized society, both fiction and history can serve to fill the need of examples of evil.
