Why not just make it so any new user

Why not just make it so any new user must have their first 50 or so posts approved. That'd be an easy way to ban the trolls before they even start.
When it comes your time to die, be not like those whose hearts are filled with the fear of death, so that when their time comes they weep and pray for a little more time to live their lives over again in a different way. Sing your death song and die like a hero going home.

I was sending a message to admin and made couple threads about it. I recommended that new members cannot START NEW THREAD with their posts count at "0". This would cut the floods we had recently. Would also cut one post members, those who join with best intentions and never comes back.
