I don't think they are. My neighbors in college were studying petroleum engineering and were from Saudi Arabia. They came from insanely rich oil royalty. They had a 100k per month allowance from their dad's. They drove corvettes and hellcat chargers and wore gold laced shoes and chit. It was insane. Got to know them little and they were actually chill as fuk and generous. They would invite us over for dinner and make traditional Saudi food and it was really good. They made lots of tea and had gold cups
