How would you build an ideal civilization?

Only stipulation is that you have to put the happiness of the people above all else.

What laws would you put in place? What moral values? How much tech would you allow?

I would foster artistic integrity and freedom of expression; give artists a pedestal in society. I feel like religion and the arts go hand-in-hand and keep people from going numb from technology and godless daily banalities.

Simple.

Make it a patriarchy. The rest will sort itself out.
"To be a warrior is not a simple matter of wishing to be one. It is rather an endless struggle that will go on to the very last moment of our lives. Nobody is born a warrior, in exactly the same way that nobody is born an average man. We make ourselves into one or the other."-- Carlos Castaneda

A society based in the law of God. It's impossible with men. But when Jesus returns to judge the nations, he will rule with a rod of iron. Isaiah 65:17-25 describes that future kingdom. An excerpt:

‭‭"there will no longer be heard in her The voice of weeping and the voice of crying. “No longer will there be in it an infant who lives but a few days, Or an old man who does not fulfill his days; For the youth will die at the age of one hundred, And the one who does not reach the age of one hundred Will be thought accursed. “They will build houses and inhabit them; They will also plant vineyards and eat their fruit. “They will not build and another inhabit; They will not plant and another eat; For as the lifetime of a tree, so will be the days of My people, And My chosen ones will wear out the work of their hands. “They will not labor in vain, Or bear children for terror; For they are the seed of those blessed by Yahweh, And their offspring with them. And it will be that before they call, I will answer, and while they are still speaking, I will hear. The wolf and the lamb will graze together, and the lion will eat straw like the ox; and dust will be the serpent’s food. They will do no evil nor act corruptly in all My holy mountain,” says Yahweh.
