Yes, it is. Some states make it a primary offense which means cops can pull you over for it.
Other states it's a secondary violation. So they can only issue a ticket if the stop was for something else

Yes basically everywhere now.
Kind of hard to imagine it used to be a yuge libertarian type thing to argue over that states shouldnt be restricting your freedom to drive without a belt on or even be required to be licensed and registered your vehicle. They had no idea how lucky they were that that was on their list of **** to complain about. If those people from the 1980s saw today their heads would explode.
