There's a whole industry in south/central American now catering to Chinese migrants.

A cottage industry of businesses caters to the border-bound, starting with airport pickups to arranging stays at Chinese-run hostels and organizing the journey north – often for a hefty fee, CNN reporting has found.

Pretty much this. Why wouldn't you take advantage of this policy if you're from another country?


Not every day you are incentivized to come to another country with the allure of welfare, and a new Dodge Ram, especially if you're from the third world, to keep taxes and corporate interests satiated.
