remember his section 8 housing / council flat is really the equivalent to an "auto" license, not the beautiful full pink driving license that he does not possess (he has failed 7 drivers tests now - and had to do his theory test at least 2 times. with a pass of 44 out of 75)
meaning he is limited to where he can live and where the council put him.
not like the full pink drivers licence equivalent where he could buy or live in any flat/house he chooses like a real home owner. anywhere in the country.

It's harder than the American test, by a little bit, but that's it. Ibby likes to try to leverage this fact into making out it's the hardest thing in the world.
The data is clear though, 97% of all people who take driving tests in UK pass by their 4th go so how hard can you imagine it really is (considering the average person is r3tarded)? Ibby is now on his 8th (maybe more, he did say he wouldn't tell the misc in future), and therefore Ibby is almost certainly in the bottom one percentile. Mans just nichemaxxing.
