Would a boss get in trouble for “fake firing” someone?

If a boss brought an employee into his office, sat them down, and fired them but then a few minutes said he was just kidding and blah blah blah, could he get in trouble with HR?

Like in The Office. Similar scenario.

My buddy did that, and the guy got up and left and would not be halted he got legal and it was declared that he truly did get fired so he went on unemployment right away and opened up a wrongful termination suit and won

(I made up the winning part, I don't know how it turned out but that wouldn't make for a good story.)

But yeah OP, I think a boss could get in trouble for that. It's not really a fair way to behave towards an employee.
