Military and Police brahs what kind of tech is required in the modern field?

I just saw Green Zone (2010) and there is this scene where the guy says to ISO all cellphones and radio transmission in a 3 mile radius

What kind of equipment do you need for this and what does ISO mean?

I guess this tech is outdated now and there are better toys available, so miscers give me an idea of advanced tech that you are aware about

All comms work on RF (radio frequency) so you have HF which is 2-29.9 then VHF is 30-225, UHF 225-512MHz (this is sat com) and then I believe cellular works off SUHF or something higher of the sort.

All you need is equipment that can scan the entire spectrum.. this isnt that high tech, its just radio jamming really. ISO I'm not sure, I'd assume isolate.

(I am prob a bit off on the frequency ranges, dont remember 100%)
