Help needed!! My penis flaccid is bigger than when it’s erect

When I’m soft my penis is about 8.5 inches long and 3.25 inches girth.

When it’s hard it’s only about 7.75 inches long and 4.5 inches girth.

Why!?!? How can I get it too fill out?
