Having less oxygen really fuks with you after a while. I climbed Kilimanjaro last year and was really fuking miserable on the last day on the way to the top. I'm sure you get used to it after a while, but it's a really crap feeling.
That being said, would I do it for a year for $2M? Probably.

There are people that live there and they have no choice. If they can do it, then hell yeah I will for $2million.
The low oxygen isn't an issue, you can train your body to handle it (go camping at high altitudes for a week or so), and your body will naturally produce more RBC's to compensate for the lack of oxygen. Its kind of a cheat code for marathon runners. They train at high elevation, then come back down to some place like Boston and can run at a full sprint for 20-30 minutes.
As for high crime. Everyone's always so paranoid about crime, but most people live their lives just fine if they keep to themselves and don't cause trouble for anyone. As long as you're not out causing trouble or getting wrapped up in weird relationships with sloots or getting into scuffles at bars most people will leave you alone.
as for being a gringo, I'm black (so a different type of gringo) and I'm conversational in spanish the few times I've been to Tj, I've had no problems with the locals. I don't see that it would be any different there.
