1. it was simply a trend - trends go and come
2. any girl hot enough to make bank on tips at hooters realized she can just do an onlyfans and make even more
3. girls got fatter/uglier than 20 years ago
4. gen z and millenials are more "ass" men then "boob" men. its all about ass now (srs, theyve done research on this).
5. America moved back to more urban areas where hooters doesnt thrive. no hot girls left in mid tier suburban areas where hooters base was

I think it's more about the economy, than it is about men's tastes and women's obesity rates.

People would rather go somewhere cheaper. Men know there's 99.9999% chance they get blue balled by "seemingly flirty" employees at those places. Girlfriends don't wanna take their men there due to wanting to be the center of attention.

At my Hooters, it's $12.50 for 8 wings, extra cost for dressings, celery, or being choosy with the type of wings you get. Then you gotta tip. Meanwhile Buffalo Wild Wings is a bit cheaper, has more variety too due to 28 sauces to choose from, versus Hooters' 13 sauces. You can evade tipping by ordering take out, which defeats the purpose of the one and only thing Hooters has going for it (hot waitresses).

Got sued and had to start hiring purple haired fat chicks and lame "waiter" dudes, so people stopped going. Their only gimmick to charge higher prices were hot skinny girls with big tits. Once those went away so did the customers.
It's no secret that a "Hooters girl" tends to have a certain look, and that look is usually on the fitter side. But unspoken though common standards do not a legal basis make, as evidenced by a suit brought against the restaurant in 2010. According to Reuters, a former waitress sued the chain after she was put on a 30-day "probation" period during which she was told to lose weight and then fired when she did not. The suit claimed the restaurant created an "intensely humiliating, deeply offensive, untenable" workplace, and sought compensation for lost wages, damages for emotional stress, and punitive damages as well.

Back in 1997, a group of men applied for jobs at a Chicago area Hooters and were, not surprisingly, rejected on account of being men. A bit more surprising is the fact that they would then successfully sue Hooters on the grounds of gender discrimination, according to iHeart. The three men each took home a settlement of $19,000.
