What is the chance something would happen to me if I randomly insult people?

If I set out and was walking around and randomly insulted strangers, what’s the chance I would catch heat?

I’d walk by people and say something like “you look like a dip chit.”

Probably nothing because you most likely would not say it to someone who looks like they will respond negatively.
