Treasury Buybacks: The US is Paying Off Bonds by Borrowing More



-US treasury is borrowing new debt to pay off old debt
-Old debt is long term with lower interest rates
-New debt is short term with higher interest rate
-Theorized it is being done for liquidity purposes
-Seems like an incredibly dumb idea

I am trying to view this from eyes of the treasury and the only thing I can think is there must be some real fear about debt liquidity if the treasury is willfully taking on debt with higher interest rates. That or they are just flat out trying to temporarily boost the markets even if they know it will cause problems later on. Is the liquidity really that bad? What is the big-brain logic that I am missing?
