It is nothing really new. They have been saying that, and rightfully so, for the last 3 and a half years. Biden is old, and he frequently seems lost. I saw a reported insider article came out in the Wall Street Journal yesterday I believe, saying Biden is rapidly losing his cognitive abilities. I wouldn't be surprised if that is true.
Then again I'm always surprised at how well Biden does in debates in the past. The bar is set low for Biden, and he doesn't do great in them, but tends to do better than the low bar set for him.
