Likeability "hacks" to attract people to you? The cult leader effect

I've noticed likeable people are not necessarily good people. What are the characteristics that make people so popular despite lacking a moral compass? People like Joseph Stalin, Vladimir Putin, Richard Nixon, etc.

I'm sure you've seen people like this at your workplace and friend group too - loud mouthed, unreliable, or selfish but still well liked despite it.

- Confidence
- Good looks
- Consistent behavior
- Positive/optimist
- Extroverted
- High up in the hierarchy
- Know how to spin a story
- Posture/body language

Do you just have to master the above to be likeable? What have you seen?
