Honestly 90% of people have never even called their congressman even once about any issue, they are used to hearing from the same small number of activists over and over. When they start hearing from new people, and lots of them, people making appointments and coming to their district or DC offices, that is when things start to happen. America is notorious for caring more about NBA or NFL scores than the border. Or more precisely, they care about the border, but not enough to pick up the phone and scream at RINOS to impeach Biden.
