Radio is Inches from Police Sniper's Mouth as He Sees Shooter. Why isn't He Using it?

The threat has been developing for almost two minutes now since people started yelling to law enforcement that there is a man on the roof, and they are doing nothing. Now he is in these police snipers' sights. Why is Trump still left standing on stage?

even my very basic understanding of how snipers work, the other man is the one who is calling in shots/ using the radio/ etc.
