When would you mace a dog?

I was ridding my bike in the woods where dogs need to be leashed
Some dog mom, sloot, has three dogs off leash
Dogs start chase and one bites my pant leg
I kick it off and keep going

Is it cruel to mace a dog once it comes up aggressively?
I am not going to shoot a dog but if I pepper spray it I assume it will teach the owner a lesson plus I am not interested in getting bit

I just feel bad for the dog, its not its fault it was raised by a single mother

I'm a big dog lover, but if a dog is coming at you aggressively you are well within your rights to protect yourself however necessary (and hopefully reasonably), whether that's mace, a knife, a gun, etc. Generally a human life is worth more than a dog's, and the law reflects that.
