It does, when I first did starting strength there was no incline bench in the program, after I ran the program a few months I looked like I had saggy tits with no upper chest.

If You have the lower body and you have no upper body, you got a problem
Because if You have the lower body and you have no upper body, you got a problem building...wait a minute. You have the upper body, and you have no legs, you got a problem building your legs. You have the upper...you have the lower body and you don't have the upper body, the upper body, it is easier to build. So if you have the lower body and you don't have the upper body, it is easier to build the upper body. You have the upper body and you don't have the legs, you got a problem building the lower body... No, you don't understand. You have the upper body, but you don't have the lower body, you got a problem building downstairs. You got the up- legs on the bottom, it is easier to build on the top, so you don't have much as a problem. Yeah.

Yes but I believe a high incline is the best way to hit it. 60 degrees or so.

I focus on upper chest exercises and it has made a difference. Incline DB press, Smith incline, Hammer Strength incline one arm cross body presses, incline flys, champaign presses, etc..

i think the additional "upper chest" gains you get from an incline are exaggerated by broscientists but yeah i do believe in doing multiple variations of pressing.
personally i just do flat BB and then either a standing military or a DB shoulder at like 80 degrees but thats just me.
its like the guys who swear that a particular variation of pushdown is going to hit the medial heads like crazy... yaaa bro no.

your chest muscles dont differentiate between the chest exercises that you do... just like any other body part
you either are stimulating the chest muscles or you arent
genetics, you either got a nice full rounded chest or you don't. the only other solution is lots of boldenone. that'll make your upper chest shelf nicely if youre lean

Yes. Incline dumbbell allows a nice full stretch for your pecs and front delts without an increase in injury imo. I always did 2 sec pause db for incline over flat db. Barbell flat bench. Not a fan of barbell incline though tbh.
