It's not. I don't think he's implying he knows of a plan. He is just saying the threat level is very high and everybody knows that they are completely incompetent. And he's been fighting the incompetence stemming from the leaders for years

The new guy who is in charge of the SS is the guy who denied drone use because he didn't want to deal with the FAA. He said that this week in front of congress. People in the federal government are not impressive people. These people are the deep state. Unelected people who have a lot of power and job security. He also didn't want to use tech that jams other drones. What if somebody straps a grenade to a drone knowing these people are lazy and incompetent. They have a 3 billion dollar budget that obviously doesn't go to security
