I went boating near a military base once and I saw some osprey doing drills close as **** it was so awesome. Absolutely majestic piece of machine

Saw a bunch of jets and stuff too, the flyovers are so insanely loud

This means that this instruction was not in place during every flight prior to this accident happening.

Its a terrible situation for sure and hindsight is always 20/20.

The real cause for this is funding and simply having to do much more with way less. Everything slightly slips. maybe cut a corner here and there or even worse.
