Likely reason that there isn't enough waitstaff. If employers only have to bump them to $7.25 and they can make $14 or $15 in a non-tipped job there isn't much incentive to wait tables.

Average hourly earnings: ^ 15

Real wages adjusted for inflation are -3%.
If wages were favorable to workers shouldn't we see better labor participation?

The US$ is being actively devalued and it has been going on for some time.
