Just tell him you can't give him rides all the time and that you are busy studying right now. Then say 'plus, you still owe me gas money from before' and if he keeps insisting tell him that you need gas money up front. That should shut him up.

Either that or you have to just flat out say 'I can't keep giving you rides all the time and blowing up your phone isn't making you want to help him any more'.

He gave me $20 a couple weeks ago for what he owed me and we never really had an agreement he used to give me $3 -$5 or so but he stopped until I started ignoring, then he offered to pay and I said thanks

I'm going to answer the phone in a couple hours after I'm buzzed if he calls again and just say I want to be left alone and I'm not feeling well and I need a break from people for a few weeks.

Yeah he has problems and I made the mistake of giving a mouse a cookie. I'm never helping anyone ever again unless it's my one true friend or my mother.
