Yeah nah mate. We can't get away with what most US states can but we are nowhere near that bad. You can do suspension lifts up to a point. There was a bit of a crackdown up north but it was for vehicles over the legal lift limits that didn't have the paperwork to go with it ie. engineering certification.

And no, Skylines aren't that common at all.

New cars are often very heavy, or front wheel drive, or both. They usually also have alloy blocks which twist when you run too much boost through them.

Or even a part-out. I picked up some nice cylinder heads with complete valve trains, turbos, manifolds and other parts like that.

But to give somewhat of a legit answer to your stupid question/assumption: for many people they can't afford a car that's near perfect to the point where it doesn't need mods (i.e. Ferrari 488, McLaren P1, Lamborghini Huracan, etc, etc) - so they buy what they can afford and then add mods/upgrades to suit their needs or taste.
Don't hit at all if it is honorably possible to avoid hitting; but never hit softly.

In the community there are cars known for being amazing 'tuners'. They can be bought used for cheap and with reasonable mods make monster power reliably.

The gold standard is to run 10s in the 1/4 with a street legal daily for as little $ as possible.
Eat in a deficit to lose weight.
Hit your protein and fat minimums to stay healthy and keep your gainz.
Lift heavy and do HIIT to look and feel awesome.
Use the internet to learn why you should do these things and how to do these things.

In Houston you had better have more than a 10 in that $hitbox or you will get ran over... dead SRS... TX2k will make 10's feel like a Fkn smart car trying to make a pass.

Dumb but srs question- but how does one learn to modify a car? Like if I bought a turbo, would it come with a set of instructions on how to install it? Or would I need to have some previous mechanical experience?

Pretty much every turbo kit I have ever dealt with wasn't just a "Bolt on" and go situation. Even high end kits there is a small amount of fabrication that will have to be done in order to make it work. And that's just from my experience

Some people are mechanically inclined and can fix their own chit. My truck has upgraded exhaust and a nice sound system. I bought it that way and am not complaining.

A vehicle is a consumable commodity. The more you pay, the more you're going to lose. Sure taking care of it and all will slow depreciation and make it last longer, but every car from the moment it left the assembly line is taking a long slow road to the junk yard. Modifying it, you do it so it will be what you want. It's not like a house where you're actually going to increase it's value, not at least to the point that you're going to get back what you put in.

It does make sense on some things. Factory audio systems are rather bland, and the "premium" options are often thousands more, or you have to buy a whole package costing thousands, to get a audio system that really isn't that premium. Save your money and get an aftermarket system for a few hundred that rivals if not beats the factory premium. Performance: Not all of us have 100K+ to buy a factory fast car, but you can basically bolt on a lot of power and performance.

All of this is spent money. Looking for a return on your money, do some home improvements.
