For example, when a police officer shouts (or hails)"Hey, you there!" and an individual turns around and so-to-speak ‘answers’ the call, he becomes a subject. Althusser argues that this is because the individual has realized that the hailing was addressed at him which makes him subjective to the ideology of democracy and law.

say no = invite conflict. he could say he wanted to question you about a crime and your ignoring him is interfering with the investigation or just obstruction. is that right or wrong? I donno. but I do know your chances of getting arrested and having to deal with jail, court and lawyers goes up a lot.
say yes = answer some questions about something. leave when finished. this is of course unless you're up to something and you are the criminal they are looking for.
why bother with all the conflict? my personal rule. do what the guy with the gun says. deal with anything illegal he is doing later. it's easier to make your case if you're not in jail or have a record.
