Cruise control? Da fuk? It's a bike, you have a throttle holder, it's called your right fukin hand.
Don't paint the calipers.
If anything get braided brake lines, I wouldn't do a single other thing to a 250 twin.
Spend the money on gear and courses, back protector and decent jacket/pants are a good investment after you have helmet and gloves. By the time that is sorted and you've done a riding course or two you will be bored as fuk of a 250 and ready for a bigger bike. Then you go nuts with zorst, suspension tuning, race pads, pcIII etc because you already have the gear and skill sorted.

Yeah get the 250 u wont outgrow it kunt.
All the people that think they "outgrew" their 250 in a few months i know for a fact they do not have the skill to even bring that bike close to its limit. Except for riding fast in a straight line lol just lol.
One of my bikes is 100hp another one is 10hp and quite often i take the 10hp one out because its just as fun especially around town.
A rear hugger is a common mod. Its basically a mudguard for the back tyre so you dont get schit all over it. I also put a voltmeter on mine so that i can see the battery voltage so i know the rectifier is working ok etc.
Buy a good jacket and motorcycle jeans (fully lined kevlar) and a good helmet and gloves and boots at the very least.
Dont be one of those gopro ****s

I had a '08 Ninja for my first bike - power/weight restrictions here in Oz. You'll grow out of it within a month (srs, I did), and you sit too high.. '94-96 CBR250RR gets you tucked, screams and goes a bit harder.
How about a CBR600?
You'll be gutsy with it within 6 months, though - easy.

None of you have changed my mind about anything (other than me considering the MSF course).
I will look more into it, though, to see if it's something I'm interested in.
And yea mane, like I've said in my other posts, nor interested in modding the fuk out of it. If I wanted a better performing bike, I'd but a fuel injected bike with a bigger engine.
A.) Is giving me advice on how to learn a bike instead of thoughts on mods/paintjobs/basic upgrades and

Start on a 650. I would've outgrown a 250 in less than a week. I see them on craigslist all the time for stupid cheap. Anything you put into it, you're going to lose.
I started on a Ninja 650 and it was perfect for me.
Before you get mods, make sure you get proper riding gear first (especially if you ever plan on riding in a group, because they will push you to ride harder than normal). Helmet is a given, jacket, boots, gloves, pants in that order for the rest.
Mods to the bike are personal preference but I like a fender eliminator, exhaust, and fairing pegs. Also a phone handlebar mount if you plan on ever having to use gps.

The disparity between the training required to get your motor bike license in America vs the UK is unreal.
USA can do a basic test and you are ready to go.
In the UK you need a CBT course before you can do your theory test. You then have a 125 test, off road and on road. And then you have to get another test to get a license for the bigger bikes, again an off road and on read test.

A 250 is a perfect starting bike, I started on a 250 and rode the **** out of it for a season then upgraded to a 600 supersport, then decided I didn't like the 600 because it was too uncomfortable on long rides, now I ride a 1000cc naked bike.
An 06 ninja 250 has already depreciated as much as it will so if you keep it a year then sell it you probably won't even lose much money.
Also get gear, helmet and gloves are a must, a pair of boots that cover the ankles, and a jacket with some armor protection. I got a leather jacket with armor in the elbows, shoulders and back, and an armored mesh jacked for the very warm days. I also got a pair of kevlar jeans with armor in the knees. Regular jeans will shred like paper if you come off the bike.

The only people that wreck are just squids and they do not belong in the biker community in the first place because they endanger everyone. Very easy and cheap to add a phone charger hooked to your battery, you can add a switch via relay if you want or put it in line with your tail light if you're worried about it draining the battery (it doesn't if you don't leave it plugged in to something). Good idea to take a look under the seat after you buy your bike too to get an idea of use history, if it's dirty as **** like my klr650 was the owner didn't take care of it.

But for 6 foot op riding often I'd say a 600 or 650 twin or even bigger will be much less draining.

I have two 600s one redlines at over 13k the other one is really detuned and can pull off in high gears but thats just lazy riding. Nothing against it though as obviously i have that bike myself too.
But the main thing isnt if he needs to shift into some narrow powerband i think its a matter of roadcraft. Things like road positioning, observations, forward planning etc he is MUCH better off on a 250 than a bigger more torquey bike.
Those are the skills that will keep him safe in a dangerous situation. Learning to corner is different on road than on a track.
Insecure losers just wanna be seen on a big bike. Op seems more level headed though so he will prob be ok

I clearly stated cheap, easy mods that will improve functionality and make me more familiar with bikes, and some simple cosmetic mods. I'm not looking for expensive performance mods.
