Shoot him for what? Doing burn outs? Has it even been established they knew who he was when they were pursuing him? All we know is he was driving a stolen car after stabbing his brother.

Shoot the tyres, but the cops couldn't hit **** so that's not an option. So i ask what purpose they were serving standing around and then chasing on foot. The idiot with the baseball bat had a better chance of stopping the car and even then it was slightly more than zero.
