So I have a stripped spikes lower, a 10x SS scope and a $1,500-2,000 budget. I have a couple SBRs and 14.5" with a 3x ACOG. This will be a long range/tactical type rifle. Recommendations for the build?

Some recommend going with really complicated buffer tube systems. I've never seen a reason to do that. If you want an adjustable trigger, there are other options out there as well. If you're going to go big, spend the money on the barrel.

As pointed out earlier ITT, even bottoming out the price on every quality component by buying on sale, you're going to have a tough time beating the OP if you even can. If you decide to build, you need to factor in the cost of the tools you'll need to barrel your upper unless he already has them.

Thing is, silencers match up really well with short barrel rifles. On a 16" barrel setup a suppressor makes it pretty long and unbalanced. So, you may want to double down and do two forms at once (yeah...that's $400 in BS taxes at once too...)
Unless it's your only AR in which case I wouldn't SBR it. You'd want to buy a stripped lower receiver and SBR it (or a complete lower or just an entire second rifle...)
If you put a suppressor on a 16" I would consider a mini that is shorter and lighter than a full size...though it won't drop the sound as much you'd definitely need hearing protection but it would also definitely noticeably reduce sound and flash
A short barrel AR type rifle, say 10.5-11.5" barrel, and a full size suppressor, is overall the same length as, or slightly shorter than, a regular old 16" carbine
