It can't. Strength yes, but explosiveness is basically the Bitrate of your CNS.
That's why you can train your vertical jump until hell freezes over without adding more than 1 or 2'' to it. (Weight loss excluded)

can def train to be more explosive.. have you seen football players train?

but to be on topc. 23 is their peak. but they can maintain if they have a good diet and exercise which is very fukin rare
